This year the country has these big moves to the solid waste

  The revision of supporting laws and regulations, such as the law of the People's Republic of China on the prevention and control of environmental pollution by solid waste, measures for the management of hazardous waste business licenses, and measures for the management of hazardous waste transfer bills, is an important part of strengthening the construction of solid waste management system.

  The continuous improvement of laws, regulations and policy standards can effectively plug the loopholes in the system of illegal transfer, dumping and other illegal behaviors of hazardous waste, and improve the risk prevention ability of hazardous waste.

  This year, at the same time, also promote hazardous waste identification and revising, hazardous waste identification standard specification, key industries of hazardous waste pollution control technical regulations, standards and specifications, such as hierarchical management system to promote the establishment of hazardous waste classification, crack identification, hierarchical classification management system is not sound, the use of the disposal of management problems such as poor.

  We will continue to promote the two major reforms

  Prohibit the entry of foreign garbage;

  We will promote development of waste-free cities

  The two major reforms in 2019 are to continue the reform of the solid waste import management system and steadily carry out the pilot work of "waste-free city" construction.

  In 2018, China imported a total of 22.63 million tons of solid waste, down 46.5 percent year-on-year.

  On December 29, 2018, the general office of the state council issued a pilot work plan for the construction of "waste-free cities" (no. 128 [2018] issued by the state council).

  Carrying out the pilot project of "waste free city" is a concrete action to thoroughly implement the decisions and arrangements of the CPC central committee and the state council. It is a powerful starting point for deepening the comprehensive management reform of solid waste and promoting the construction of a "waste free society" at the overall level of cities. It is also an important measure to promote ecological civilization and build a beautiful China.

  It is reported that this year, the ministry of ecological environment will actively organize and carry out the screening work of "waste free city" pilot cities, issue the index system of "waste free city" construction, and guide the pilot work of "waste free city" construction.

  Two special operations were launched

  To promote pollution control of waste lead batteries

  The special action is still an important breakthrough in the prevention and control of solid waste pollution in 2019.

  We will advance key work in four areas

  First, we will strengthen oversight of the environment for solid waste.

  We will accelerate the construction of facilities for centralized disposal of hazardous waste at local levels and continue to raise the level of centralized disposal of hazardous waste.

  We will fully implement the electronic transfer of hazardous waste, accelerate the nationwide networking of the solid waste management information system, and work hard to raise the level of informationized supervision of solid waste.

  We will accelerate the revision of pollution control standards for hazardous waste storage, incineration and landfill, and carry out scientific and technological breakthroughs in key areas such as risk prevention and control of hazardous waste.

  We will strengthen environmental oversight of bulk industrial solid waste and prevent and control environmental risks in storage and disposal.

  We will revise the standards for controlling pollution from incineration and landfilling of household garbage, and continue to strengthen environmental oversight of household garbage.

  We will strictly handle and review discarded electrical and electronic products and improve relevant management systems.

  We will work out and introduce a comprehensive plan to address white pollution.

  Second, we will promote risk assessment and control of chemical substances.

  Efforts will be made to advance legislation on environmental risk assessment and control of chemical substances.

  We will strictly implement the registration of environmental management of new chemical substances, and revise the measures for the environmental management of new chemical substances.

  We will strengthen capacity building for environmental and health risk assessment of chemical substances, continue to carry out environmental and health risk assessment of key chemical substances, and promote the implementation of supporting control measures in the list of priority controlled chemicals (the first batch).

  Third, the prevention and control of heavy metal pollution has been strengthened.

  We will strengthen the control of heavy metal emissions, formulate detailed rules for evaluating emissions of key heavy metals, and accelerate the implementation of heavy metal emission reduction projects.

  The investigation of key enterprises involved in heavy metal industry with full caliber should be carried out, and the list of enterprises involved in heavy metal industry should be compiled and updated dynamically, so as to continuously promote the classification and renovation of heavy metal industry.

  We will encourage local governments to implement the opinions on strengthening prevention and control of pollution in heavy metal industries.

  Fourth, steadily advance the implementation of international environmental conventions.

  We will do a good job in implementing international conventions on persistent organic pollutants and mercury.

  We will implement the national implementation plan (updated version) of the Stockholm convention on pops, issue announcements on phasing out pops such as Lin Dan and supervise their implementation, and continue to carry out national pops statistical surveys.

  In accordance with the relevant requirements of the minamata convention on mercury, we implemented the goal of halving the amount of mercury used in the production of vinyl chloride monomers by calcium carbide process, carried out investigations into the inventory of mercury and mercury compounds, and closed chlor-alkali facilities, and compiled and submitted the first biennial national report.

  We will implement the Basel convention on the control of transboundary movements of hazardous wastes and their disposal and its amendments, and strictly manage the export approval of hazardous wastes.
