Analysis of current situation and development trend of solid

  According to the data of the annual report on the prevention and control of environmental pollution by solid waste in large and medium-sized cities released by the ministry of ecological environment of China, the output of general industrial solid waste in more than 200 large and medium-sized cities in China showed a decreasing trend year by year from 2013 to 2017. In 2017, the output of general industrial solid waste in 202 large and medium-sized cities was 1.31 billion tons, down 11.49% from the previous year.

  It is expected that the output of general industrial solid waste in large and medium-sized cities will continue to decline in 2018, with the output of about 1.19 billion tons.

  There are four disposal methods of industrial solid waste, including comprehensive utilization, storage, disposal and dumping and discarding. Among the four disposal methods, dumping and discarding account for less than 0.1%, which can be ignored. However, the structure of general industrial solid waste comprehensive utilization, storage and disposal has also changed greatly in the past five years.

  From 2013 to 2017, the comprehensive utilization ratio of general industrial solid waste in large and medium-sized cities decreased from 61.79% to 42.5%, and the disposal rate decreased from 29.86% to 17.1%.

  The reserve ratio increased from 8.33% to 40.3%.

  The change from comprehensive utilization to storage will result in the accumulation of solid wastes in general industry.

  Regionally, cities in the top 10 in terms of general industrial solid waste production in 2017 generated 360 million tons of general industrial solid waste, accounting for 27.5 percent of the total output of all cities with information release.

  The top three cities were erdos in the Inner Mongolia autonomous region, panzhihua in sichuan province and baotou in the Inner Mongolia autonomous region, with production of 7.4719 million tons, 5.3401 million tons and 4.1696 million tons, respectively.

  Among them, Inner Mongolia occupies three of the top ten seats, and shaanxi province also occupies two. The large amount of general industrial solid waste also reflects the large industrial scale, which is also related to the rapid industrial development in the western region of China in recent years.

  The proportion of comprehensive utilization of industrial hazardous waste increased

  From 2013 to 2017, the output of industrial hazardous waste in China's more than 200 large and medium-sized cities showed an increasing trend year by year. In 2017, the output of industrial hazardous waste in China's 202 large and medium-sized cities was 40.01 million tons, an increase of 19.9% over the previous year.

  It is expected that the output of industrial hazardous waste in large and medium-sized cities will continue to rise in 2018, with the output of about 48.1 million tons.

  In terms of treatment methods, comprehensive utilization has gradually become the main treatment method for large and medium-sized industrial hazardous wastes. The proportion of comprehensive utilization of industrial hazardous wastes increased from 40.97% in 2013 to 48.6% in 2017.

  The proportion of disposal decreased from 53.84% in 2013 to 40.7% in 2017.

  Regionally, the top 10 cities in 2017 produced 13.04 million tons of industrial hazardous waste, accounting for 32.5% of the total output of all cities with information release.

  The top three cities are yantai in shandong province, jilin in jilin province and panzhihua in sichuan province, with the production capacity of 2.23 million tons, 1.48 million tons and 1.389 million tons, respectively.

  Different from general industrial solid waste, shandong province produces a large amount of industrial hazardous waste, occupying two positions in the top ten cities.

  On the contrary, the western region is less included in the list. The main reason is that the western industry is dominated by general industry, while the industrial structure in coastal areas is more high-end manufacturing.

  Development trend: to promote high-quality direction

  A large amount of industrial solid waste, such as chemical and metallurgical slag, has led to many disastrous problems, including environmental pollution, ecological damage and waste of resources.

  Due to the reality of China's economic development, the existing stock of industrial solid waste has not been disposed and comprehensively used, and many new increments are still increasing, which aggravates the problems faced by industrial solid waste treatment.

  Since 2018, the CPC central committee and the state council have attached great importance to the management of solid waste, initiated the revision of the law on environmental pollution by solid waste and related work of law enforcement and inspection, and carried out a large investigation on solid waste in key areas such as the Yangtze river economic belt to strictly manage the whole process of solid waste.

  The environmental protection tax law imposes environmental protection tax on the discharge of industrial solid waste, and the start of the battle to prevent and control pollution has provided a rare opportunity for the resource utilization of China's industrial solid waste, especially the high-quality development.
