  General Technology for Cooperative Disposal of Dangerous Waste in Cement Kiln

  Cooperative disposal technology of cement kiln has a long history, which originated in the 1970s. In 1974, Lawrence Cement Works in Canada first carried out research on the solidification of hazardous wastes such as alternative fuels and fly ash from garbage. Since then, relevant research has been carried out in developed countries in Europe and the United States.

  After more than 40 years of development, the cooperative disposal technology of cement kiln is relatively mature, and has already become a widely used disposal technology in developed countries, which provides a broad market space for the sustainable development of cement industry and solid waste disposal.

  Cement kiln has high incineration temperature, long incineration time, complete disposal guarantee, no need for secondary treatment, and high acceptance capacity. It is recognized as the safest and most thorough industrial kiln in the treatment process. About two-thirds of cement plants in developed countries can carry out co-incineration disposal.

  Policies on Cooperative Disposal of Cement Kilns

  China's cement kiln cooperative disposal of hazardous wastes develops relatively slowly. The reasons are as follows: cement enterprises have good self-benefits, and the economic benefits of cooperative disposal of hazardous wastes are not obvious. In addition, the lack of technology and guidance in national policy, there is a risk in cross-border operation of cement enterprises. But after 2014, with the reasons of policies, regulations and production restriction of cement, the cement kiln cooperative disposal of hazardous wastes has entered a rapid stage. Development period.

  In recent years, the frequent haze weather restricts the production of cement kilns, especially during the winter heating period in North China. In principle, cement factories cannot produce cement kilns, but excluding those with coordinated disposal. This policy has great attraction to cement enterprises. During the heating period of up to three months, cement kiln cooperative disposal enterprises can continue to produce without policy restrictions. In 2014-2016, cement kiln cooperative disposal market will be free from policy restrictions. By the end of 2014, 16 cement enterprises had obtained hazardous waste management licenses, with annual approved disposal capacity of 1034,000 tons, actual disposal capacity of 526,000 tons, utilization rate of 50.9%, and more than 1 million tons in mid-2016.

  Data show that there are more than 4000 cement enterprises in China, 30 of which have the qualification of coordinative disposal of hazardous wastes by cement kilns. By mid-2017, China has obtained the permit to deal with hazardous wastes by coordinative disposal of about 200 tons of hazardous wastes by cement kilns.

  With the vigorous development of cement kiln cooperative disposal, the management of cement kiln cooperative disposal has become more and more standardized, and the industry has entered a stable period of development.

  According to the requirements of "Guidelines for the Examination of Permits for Cooperative Disposal of Dangerous Waste in Cement Kilns (Trial Implementation)", only large-scale cement kilns with more than 4000 tons can be approved by EIA. In addition, when the capacity of hazardous waste disposal is strictly planned and the disposal capacity reaches a certain level, the licenses for hazardous waste will be delayed or suspended, which limits the participation of cement kilns in cooperative disposal, as well as geographical and neighborhood avoidance. For other reasons, it also affects the cement kiln to participate in the cooperative disposal.

  There are 1770 new dry-process cement kiln production lines in China. According to the latest policy, except for the scale limitation, it is estimated that more than 200 new dry-process cement kiln production lines meet the requirements of transformation.

  At present, 31 production lines are involved in the projects put into operation, accounting for 1.7% of all production lines, 60% of 4000t/d and above, and 2.6% of the whole country. Although eight enterprises have been approved in Shaanxi, only two of them are dealing with hazardous wastes, or 185,000 tons. At present, there are 15 provinces and municipalities that have not put into operation cement kiln cooperative disposal facilities.

  From the future trend analysis, with the further development of the industry, China has a very mature mode, which is conducive to the rapid spread of the cooperative disposal of hazardous wastes in cement kilns. There are three operation modes, namely, decentralized joint operation mode, decentralized independent operation mode and centralized operation mode.

  Operation Mode of Cooperative Disposal of Dangerous Waste in Cement Kiln

  At present, the cooperative disposal of cement kilns is dominated by cement factories and belongs to centralized management mode. However, in the future, enterprises with technical and operational experience are expected to play a key role in the industry, and will spread out in a decentralized joint operation mode and a decentralized independent operation mode, so as to rapidly improve production capacity.

  Organizations predict that the market space of cement kiln reconstruction and construction end is expected to reach 34 billion yuan, the market scale of cement kiln cooperative disposal of hazardous waste operation end is 70 billion yuan, and the market space of operation end is estimated to be 40 billion yuan. From the production capacity of cement kiln cooperative disposal, 18 million tons of market space will be developed. This part of disposal capacity may gradually land in the past five years.
