In 2014, the State Development and Reform Commission, Ministry of Industry and Information Technology and other seven ministries jointly issued the Opinions on Promoting Co-ordinated Production and Resource-based Treatment of Urban and Industrial Wastes, which included the co-ordinated disposal of cement kilns in key support areas. In February 2016, the Ministry of Environmental Protection began to solicit opinions on the Technical Policy for the Cooperative Disposal of Solid Waste Pollution by Cement Kilns, which was promulgated on December 8 of the same year. In October 2016, the Ministry of Industry and Information Technology issued the "Building Material Industry Development Plan (2016-2020)", which explicitly proposed supporting the use of existing new dry-process cement kilns to coordinate the disposal of domestic garbage, municipal sludge, contaminated soil and hazardous wastes, and included them in key promotion projects. On May 31, 2017, "Guidelines for the Examination of Operating Licenses for Cooperative Disposal of Hazardous Wastes in Cement Kilns (Trial Implementation)" was also officially issued. At the National Conference on industry and information technology held in 2018, it was pointed out that the cement kiln should promote the coordinated disposal of municipal waste and industrial waste, and strive to improve the level of green development. In addition, the Ministry of Housing and Construction will use cement kiln to coordinate the disposal of domestic waste into the 13th Five-Year Plan of municipal infrastructure construction, requiring pilot demonstrations of cement kiln cooperative disposal in areas where conditions are available.

  The advantage of cement kiln synergistic disposal of waste is obvious.

  On the one hand, Germany, Switzerland, France, the United States, Japan and other developed countries have used cement kilns to dispose of hazardous wastes and municipal solid waste for more than 30 years, and have accumulated rich experience. China is also becoming more and more mature in technology. Conch, Huaxin, Jinyu and other traditional cement manufacturers have been involved in solid waste disposal, using cement kilns to dispose of domestic waste synergistically. On the other hand, the process is relatively simple, ultra-low emission, water is evaporated and discarded into the purification system of cement plant, ash into cement products, one-stop terminal disposal, compared with ordinary garbage power plants, waste gas is also treated, leachate, ash is particularly convenient.

  In addition, although the advantages of cement kiln cooperative disposal of solid waste are obvious, it is not omnipotent solid waste disposal plant, there are still many problems, such as the scale of cement plant, existing technology, cost of treatment and so on, which restrict the technology of cement kiln cooperative disposal. On the other hand, the cooperative disposal of solid waste in cement kiln is a systematic project. The whole link involves various problems.
